HB 4120-- the "Illinois Bump Stock Ban" -- attempts to legislate out of the newspapers by banning "bump-stocks". 

However, it defines it asa butt stock that, using recoil,  can make a firearm achieve the same "rate of fire" as a fully automatic firearm. It does not set the parameters of "rate of fire". Simply "achieving" the same "rate of fire" as ANY fully automatic may put gun owners in criminal jeopardy who never intended to possess a "bump-stock". 

This measure is too broad, too vague and needs to be rejected
