Pennsylvania State Representative Stephen Kinsey (D-201) recently introduced HB 1786, a bill designed to ensure the encoding of ammunition in the Keystone State. Specifically, HB 1786 would require retail ammunition manufacturers providing their product for sale in Pennsylvania to encode their ammunition. The intent would be to provide the ammunition serial numbers to the Pennsylvania State Police for inclusion in their ammunition database.  

In a nutshell, this is ammo registration. Additionally, the bill requires that a "tax of five cents per round of ammunition is imposed on the sale at retail or use of encoded ammunition in this Commonwealth." What's the tax for, you ask? Believe it or not, that money would go towards funding a police-run ammunition database.
