S 101 limits an educational institution's ability to authorize the possession of a weapon on school grounds to certain officers or agents of a law enforcement agency.
It essentially takes away any authority from local school boards and personnel to decide if they want to arm their staff and teachers instead of leaving their schools vulnerable to mass shooter.
