Summary: HB 4020 is a bill that would allow any person over the age of 21 to possess a stun gun. This is a beneficial bill that allows people in Michigan to have more choices in how they defend themselves. However, we believe that this bill should be amended to also include grown adults under the age of 21. With HB 4020, Rep. Hoitenga is pushing back the lies of there being a rampant stun-gun attack epidemic, but we need to ensure that EVERY ADULT has access to self-defense devices.
