Summary: SB 54 & SB 55 requires that if a licensed firearm dealer conducts a background check then that licensed dealer must wait 28 days or until NICS provides the dealer with a unique identification number. Seeing as the NICS is a bureaucratic nightmare this means that SB 54 & SB 55 could become a de-facto 28 day waiting period for all firearm purchases or transfers.
