HB 3059 would mandate that all firearms transfers be done through a South Carolina firearms dealer and go through a NICS background check and be confirmed by the Chief of the State Law Enforcement. HB 3059 would cause a choke point on the supply and transfer of privately owned firearms and make it vastly more difficult to transfer firearms to non-immediate relatives, close friends, and others.
