Summary: AB 716 would require all sales of a firearm be confirmed by a NICS background check and affirmed by the superintendent of state police. Instead of having to wait a certain number of days or proceed in order to sell a firearm, AB 716 would force all FFL firearm transactions to take much longer and be much more burdensome to the dealer and purchaser. Requiring affirmation by the superintendent of state police also leaves New York’s gun owners vulnerable to the superintendent not approving any forms and thus creating a slowdown of the exercise of your fundamental rights or even a de-facto ban on firearms.
